VNF : Voies navigables de France
The Burgundy canal like all other navigable waterways of France is run and owned by the French state, it is therefore nationalized.
A civil service called "Voie Navigable de France" (VNF) administer the waterways on a national level. The two main offices, which you can contact for more information about the management and administration of the canal.
Since the French government has started it's decentralization project, the problem of managing and the responsibility the canal (and other water ways of France) has yet to be decided. There is still no decision (at the date of writing this) concerning the financing and managing responsibilities. The main reason of course being the commecial viability, as the canal is totally under used and will bring very little income to the future owner. This could of course change...
